Vital centers represent objectives at the strategic level of war which, if destroyed or neutralized, will induce the defeat of the opponent or the negotiation of an acceptable solution in a more or less distant future. They can be: 1. political decision-makers; 2. political and strategic organizations, enabling the enemy to conduct the war; 3. infrastructure and resources; 4. armed forces. (FRA)
