When used in conjunction with an aircraft operation on the airport apron or other surface, that is not under the control of ATC, means that it is the responsibility of the pilot to ensure that the operation is carried out safely with respect to traffic or other hazards that might be encountered during the operation

When used in conjunction with altitude assignments, an expression meaning that ATC has offered the pilot the option of starting the climb or descent whenever the pilot wishes and conducting the climb or descent at any rate the pilot wishes. The pilot may temporarily level off at any intermediate altitude. However, once the pilot has vacated an altitude, the pilot may not return to that altitude.
