| Спасибо за ссылку. Я поняла, что это фамилия, но не уверена, как правильно перевести это на русский: законы Рури? Погуглила на эту тему, но ничего подобного не встретила, наверно, такой перевод не совсем адекватен... |

The Ryrie Rules were written by Sir William Ryrie, who was the Second Permanent Secretary to the Treasury. Private sector money could be leveraged for public capital investment as long as the arrangement passed certain hurtles. These hurtles dictated that this arrangement must save the government a very substantial amount of money. Given the cost of borrowing for the government was lower than for any private sector lender and it didn’t need a return on the investment, only very special projects would be selected.
