да хоть для Фронта имени Фарабундо Марти.
есть определение города-миллионника: million city (an urban area with a population in excess of one million)
любой нормальный человек поймет (в контексте :)), что "город-субмиллионник" - submillion city

для альтернативно одаренных можно сказать city with a population of close to 1 million
